If by "audio device which does not include a Bluetooth module" refers to headphones, portable speakers, or some other device that accepts an audio signal, then you are correct. That is, the DRC-BT15 is a BlueTooth receiver (not a transmitter). It's main purpose is to allow an owner of a BlueTooth enabled device to use headphones of his/her choice. So, for example, I can use this device with ear plug headphones when I want sound isolation, over the ear headphones when I want to hear what's going on around me, or noise cancelling headphones on an airplane. IMO, it beats buying a mix of BlueTooth and non-BlueTooth headphones.
If you're looking for a gizmo to allow a non BlueTooth device, such as an iPod, to connect to BlueTooth headphones (or the DRC-BT15 for that matter) then you want something like the Sony TMR-BT8IP or Sony TMR-BT10.
