I own a flash cart and still pay for original games, but tend to use the flash cart for convenience rather than sinister reasons. If the allowed you to buy games online and download them to a flash cart, I'm sure sales would go through the roof!
I for one hate to have to carry dozens of easy to loose cartridges around with me!

the summary reinforces the BS corporate line that carts are only used for illegal downloads. they are used to run perfectly legitimate home brew games, media files and even linux.

I don't know if you've heard this old news, but flash carts (a nice little cartridge used to do all sorts of things besides playing copied game) are incredibly useful and versatile.
